Building a Technology Lab (with your personal own library) takes time and money and with some expertise to know what you are doing. You do not have to have a business plan (like the Wall Street Companies) to explain what you want to do with it; and that is the greatest thing about being an America is having that "Free Will" to achieve a successful task and not need anybody (in walks of life) approval or permission in that privacy matter to do it.......
